Sounds like a fuser issue.  Here is an article that may help you adjust fuser temperature.

Toner all over paper

Product Name: WorkCentre 6515
Operating System: Windows 10

I have a Xerox WorkCentre 6515. We purchased it new in August. When I print loose toner is on the paper and it looks like its printing a second copy starting on the lower half of the page. How can I fix this?
