If I had to guess I would assume you used the Xerox GPD driver and set it to Basic Print node instead of setting it device specific, and for that reason there is no finisher, typically basic print mode is used for poll groups, where you send the job into a group, and can retrieve from any printer in the poll group, and those printers can be totally different, so setting hole punch would fault the job on finisherless devices, so you simply don't get the option.
If that is the issue you can just go into the printer properties of the driver and set it to the device model
