It's a CRU (Customer replaceable Unit) I believe, in which case the answer would be no on the Warranty.
Call Xerox and ask would be the best bet, especially if it went way early and there is no discernible cause.
I've never cleaned one, some people do, but I'm much more a software guy. I think you replace them, but Fabio may chime in and teach us both.
I can see that same line/streak on the trasnfer belt. Can I clean? what can I Use? would that have any effect on the cause?
I'd guess the imaging unit/Laser lens, have you tried cleaning them?
If anything is wrong, you should see a defect o the imaging unit (replace if you do) or possibly the fuser roller (replace if there is), but assuming the toner is in fact fused, the Laser lens/Imaging unit should be the culprit
