I should have been selecting "Other Size-->Change Document Size-->Tabloid (11x17")."
The pages will scale with a locked aspect ratio, all the drivers and every application I have dealt with do the same thing since it distorts the image to scale with a different aspect ratio.
So a 24*36 going to 11*17 will not scale to all margins, the 17 inch side should show the correct margins since that is the first border the scale can reach. The 11 inch side though will not print to the edge at all, in the case of 24*36 it will give you about half an inch on either side.
You see this in the preview when using Acrobat/Reader.
And the output reflects that:
For 24*36 docs you need to use 12*18 paper as it is to scale and ratio.

I believe the standard margin on a 78xx series is .25 inch. So if there are 1 inch margins, its likely coming from the application. One easy option would be switching to a different driver such as trying the PS is you are currently using the PCL6, and see if that makes a change.

I need to print wide format (24x36, 30x42, etc.) documents on 11x17 paper. If I select "Fit to Printable Area" or "Shrink to Printable Area" the printer adds 1" margins.
