As I understand it,Worldwide Neutral is the state that sets what it will be using, so the first toner added is what it should get locked to. So it will indeed take the NA/ESG sold toner, but it will require that from then on, so if you then try DMO sold, or Asia Pacific Metered, it will fault in the future.
