With your advice I have not solved the problem..

The drum unit is new

It's either the drum or fuser.

For the drum go to Machine status > System Admin Tools > Maintenance > Clean Drum and run that 3-4x and see if it clears it.

If that fails you would need to replace the drum, or have a tech replace the fuser.
