If a reboot does not initialize the startup wizard you are out of luck.
The only way to get out of the non customer mode in that case is to make an NVM change, which is proprietary info that cannot be shared, you would need to be Xerox trained, or have some other means of getting Service manuals.

We need help with settings our Xerox Workcentre 7220 with "Non customer mode". One of printers We need just need to know how to exit it. Reseting NVM or reseting power of device it without ethernet cable didn´t solve this, if it could. Please share the information about exiting non customer mode or entering too.
