If you are willing to try to open the cartridge, you will find that is not so difficult. Please take a look at the attached photo. In the upper part is the old (empty) cartridge, in the lower part is the new one. I played with the old one, then I worked on the new cartridge. These are the steps I took:
1. Remove the small springs on left and right of the carttridge.
2. Remove the screws from each part (left & right) of the cartridge (1 on each side).
3. Remove the white wheel shown to the right, by just pulling away to right.
4. Slightly lift half of the cartridge upon the right side. You will feel that is been hold on the left side. Just pull easy to the right, and the part will come apart.
5. Try to move the rollers by turning the wheels at the end of the roller, until you find the marks.
6. Using a slight moist wipe, turn the roller and clean it all over (the black one, with the marks). Use a dry wipe to dry it out.
7. In reverse steps, put the cartridge together.
8. Place cartridge in printer
9. Try to print a few pages (I did 5 on mine). Every time it came better than previous.

This is caused by the newer spiral sponge cleaning roller that has replaced a solid piece of sponge in the cartridges. Either the Toner cartridge is very old or has been stored at high temps cause the sponge roller to fused or mark the rubber roller.

So, unless you are happy to strip down the cartridge and clean it or swap it with parts from your old cartridge, you need to return the cartridge and get a new one I am afriad.

the printer model was in the tag. It is a Phaser 6180 MFP that is making these marks on my printing.

You did not specify the printer model. It could be from the drum cartridge.

repeated black marks on printed paper. I have seen this problem posted a few times, any my problem looks EXACTLY THE SAME,( so obviously not my printer problem), but have not seen a solution. I can't keep buying new ink cartridges hoping this goes away. The last idea I saw posted was to take the ink cartridge apart and replace a plastic piece for a metal piece. I am unwilling to take my cartirdge apart. How do I fix this problem? Thank you
