group account is used to track a group of users and to limit the usage for each one of them for their Copy, print, etc
It tracks each user against the user account and the group account.

general account is used to track the total usage for a group of users and you can’t specify limits here . The usage is only tracked against the general account not for the user account.

Exactly, in the real world, an example is this:

You have 10 Lawyers, they each have a General account of their own.

Those Lawyers work different cases at the same time, so they have have Group accounts, and each of those groups are a Client.

When Lawyer 1 prints a job for client 3, a report can be run for the user, or for the client.

And if Lawyer 6 is also working with client 3, the report showing client 3 will contain the jobs of lawyers 1 and 6.
