Is it possibly to enable password id's of local users to take effect on new models of Xerox ? No it is not
Is this behavior is ok (differs on different models). The password is only available on Fuji-Xerox models and not Xerox models, the bad thing here is that unless you ask during purchase, you won't know if it is Xerox or Fuji-Xerox as they are not branded as such in North America
Are there any more means to make password-enabled accounting work similar way on both Xerox 7120/7220 ?
Not by device only, it is possible to do using Network Accounting (LDAP,Kerberos) or via third party hardware/software

Please help clarify on XSA (Xerox Standard Accounting )what is correct behavior and how to make them behave equally:
1.) On Xerox 7120 there is XSA enabled and local users created ( 0001 userid , 0001 password, and some group account ).
When printing through Windows Print Server and Xerox Global Printer Driver there is GUI window, asking for userid / password to continue printig (see below). After entering userid / password id printing goes fine.
2.) On Xerox 7220 with XSA enabled and same local userid's/password id's created there are different window, and when printing it doesn't asking for password at all. Only correct user id are necessary (see below).

On both printers drivers used are : Driver Version: 5.433.6.ON 2015.05.20 [X-GPD]
Operating system: Windows Server 2012 R2
Settings for accounting on both models:
Accounting: Xerox Standard Accounting
Promt for User-ID: Always ask
Mask User-ID: Disabled
Mask Group-iD: Disabled.
