Step by steps are in the guides for Print safe, I can't be more clear than I already have been, The fact you have an IP address that starts with 13 means you are incorrectly configured, or you are on a Xerox owned network, and if you are not Xerox, I can't tell you the right IP scheme, and if you are, you can simply call 2nd level support and get walked through it.
Hi, Configured the same setting in printsafe but facing the same error.

In Printsafe go to Printer (If only one printer)
Select the printer from the left and go to the Features tab
Scroll down to the Auto-release option.
To do the same at a global level

I configured the elatec tcpcpnv2 with the elateec card reader using Print Safe.
The IP address of the TCPconv2 is 13.218.129.180
The IP address taken by the printer is 192.168.50.100
I created the user Assigned the Pin & enabled the queue as in the document available on the Xerox site.
The user is successfully login but the print job is not automatically getting released
