No Secure Print with v4 Drivers on Windows 2016 R2

Product Name: WorkCentre 6515
Operating System: Windows Server 2012 R2 x64

Hello - 

Hoping to migrate to v4 drivers, but I need to enforce secure printing from the print server.  With the v3 drivers the "Administration" tab of printer properties page has "Secure Print Only" option that I can set to "Enabled".  However, changing to a v4 driver, removes the "Administration" tab all together, and I can't determine how to enforce the same level of secure print.

From some googling and browsing I think I might need to install the Xerox Desktop Print Experience application on my server.  However, this software fails to install on machines with FIPS mode enabled.  Disabling FIPS mode isn't an option for us.

Anyone have sugguestions on how I can enforce secure print with v4 drivers without needing additional software?  Or software that is FIPS compliant? 

If it helps, I'm testing with various WorkCentre Models (6515, 6505, 78*), but also have some VersaLink and AltaLink machines.
