Here is what I was able to find to fix my issue, and it was all on the Win 10 Distro that we are using here. And it all had to do with the driver versions and Device settings.
I was able to recreate the issue multiply times. After a lot of hunting, I found that the Driver versions on the New Distro were different from the ones that were used 2 months ago. This new driver was picking up from the device to prompt users for the Accounting code. I logged into the device and disabled the User Prompting, and the prompts went away as intended.
Since we have some one new looking after the Configuration of the Xerox Devices, this option is suppose to be disabled by default. But the older drivers bypassed this and the new drivers detected the setting.
I set up a new clone and cloned the devices that were causing this prompt and its up and working.
A little more information, in my location, We have roughly 100 WorkCentre's on site. Multiply different models. 36XX, 66XX, 58XX, 78XX and multiply Phaser models.
Tested a refreshly imaged Win 10 build 1709, Because I wanted a clean machine.
Off the same print server double checked that the driver configuration was the same across all installed printers.
Installed Model 7855 - System Software: 072.040.165.14201 - Works
Installed Model 7845 - System Software: 072.040.165.14201 - Doesn't work
Installed Model 6655 - System Software: 073.110.136.34300 - Doesn't work
installed Model 3655X - System Software: 073.060.075.34540 - Works
All on the same server, with the same Xerox global driver. The ones that work Accounting system is set to "None", The ones that don't work the Accounting system is set to "Xerox Network Accounting".
Again, I confirmed on the server that the Accounting System is set to "None". Just when the drivers are pulled down to the machine, this setting is changed to "Xerox Network Accounting".
I am wondeing if the MS Patches / Updates that you stated for this build if not installed would cause this type of issue.
After hunting down other machines, That are not having the problem. And double checking the Print Servers. The option Xerox Network Accounting is not suppose to be selected.
With talking to my server support team, there seems to be an issue when users are trying to install the driver off the server, which for some reason is changeing the "SYSTEM: Xerox Network Accounting". Not sure if its Win 10 issue. Which I am still in the process of trying to figure out. I will talk to my Software engineer team about the MS Patches and a new GPD.

If they both state this biut exactly the same:
- System: Xerox Network Accounting
- Print-Time Prompt: Always Prompt
Then Windows 10 is the only one that is correctly working, it is clearly set to prompt every job.
If the Print time prompt is not enabled, you won't be prompted.
But as for that build of Win 10 (Creators update) there was a lot of problems until MS patched it, I think a new GPD was also required. Thi sonly occured if the driver was server installed
I am running in to an issue where my users are getting prompted for Accounting Codes, where they are not suppose to be.
This just started happening on Win 10 x64 Build 1706. I got notified by a user that when trying to print, a pop up window appeared and is asking for Accounting Codes.
This is normally handled by the Equitrac(Ver. 5.3.24.5007) server for tracking printer jobs (Copy, Scan, Print, etc).
I have tested on Win 7, Win 8, and an older build of Win 10. And its all working.
Here is what I am seeing when I am looking at the configuration of the driver on both the working and non-working Machine.

I confirmed that both the working and Non-working machines have the same value's.

I thought that it might have been a Reg Key Setting that might not be in the newly imaged PCs.
