Well, happy to say that Xerox has provided a SPAR release for XWS that addresses the issues we had.
Anyone else experiencing the same issue, contact Support and request XeroxWorkPlaceSuite v5.6.300.122
Replying to this with an update.
After involving Xerox support, and engaging Microsoft Premiere Support, it was determined that this was an issue within Workplace Suite.
I do not have the full details of what was actually occuring as of yet, however Xerox development has created a patched version of Xerox.MobilePrint.XJAS.Service.exe specifically for 5.6.103.71 that we installed. This resolved the issue for us.
I'm still waiting for responses back from development in regards to what the underlying issue was (what is the patched EXE actually fixing behind the scenes), as well as confirmation that this patch will be included in future releases so we are not stuck on 5.6.103.71 forever.

The user account has administrator access on the remote print queue.
We've also tried a user account with domain administrator level credentials wiht the same results.
The version of PrintSafe on the remote print queue is the same as what is on the main XWS server.

This looks like a Access issue based on the logs. Make sure the account you are using has administrator rights on the external Print Server. We support the external print server software level to be one back, maybe you can check that.

Hi there,
We have done this many times in the past without issue, however we are installing 5.6.102.70 Prerequisites and XWS on a remote print server and attempting to add it to our central XWS server as a print queue.
When we go to Print Queues > Print Servers > Actions > New, enter the DNS or IP of the remote print server and enter the domain user/pass, we get the following error in XWS:
User Validation Error. Please contact your administrator for assistance.
