Are you experiencing issues/errors while using the developer application? Can you tell what the errors are?
You should not need to have an MFP present to develop apps, but you may want to access one to try out the app. once developed and published.
Once you have logged into your developer account, you should have access to a Help link that may be helpful to you while getting started with your app. development.

Im a newbie for xerox app development.
I have installed EIP SDK in my system.
For developing app is MFP device has to be present ?
currently i dont have any xerox mfp device in workplace.
For registering client i need MFP device?
