Your assumption is correct.
The customer has a lot of iPad users with (so it seems) dodgy email signatures. Their iPads strip of the images when sending emails and attach them to the email.
For the customer it would be easier to increase the level to let's say 8-10kb, instead of fixing the signatures.
I thought it might be set somewhere in a config-file and easy to ament.

Sorry, there is not, I am far from an expert on XMP so I sent an email asking those that are.
They did in fact want to know your "why", I assume you just don't want to print the little logos in the emails footers?
If something else, I can relay that information to them, but it would be in a purely "suggestion to add a feature" capacity.

“Discard Small Image File Attachments” to more than 2kb?
